White House Details NH Sequester Cuts
In NH, includes $1 million loss for education and furlough for 1,000 civilian employees of the Defense Department. GOP says Obama relying too much on tax hikes.
The White House has issued a state-by-state impact report of sequestration – the automatic cuts possible by March 1 – that includes 1,000 civilian Defense Department employees furloughed and a loss of $1 million for teachers and schools in New Hampshire.
This comes as President Obama and Republican leaders in Congress try to resolve differences in ways to cut the deficit and, possibly, agree to various revenue scenarios.
Gov. Maggie Hassan, in Washington for various governors' association meetings, touted the president's proposal to resolve the nation's latest fiscal crisis. A resolution must be at hand because, as she told HuffPost, the sequester "is going to stop our economic recovery in its tracks."
The same news report characterized the $85 billion in across-the-board spending cuts as increasingly likely.
House Speaker John Boehner and other Republicans, including U.S. Sen. Kelly Ayotte (R-NH), see the White House moving to rely more on tax increases to avert the sequester.
The new White House report (attached here as a PDF) includes the following as produced by the White House:
- Teachers and Schools: New Hampshire will lose approximately $1,078,000 in funding for primary and secondary education, putting teacher and aide jobs at risk. In addition about 1,000 fewer students would be served and approximately 10 fewer schools would receive funding.
- Education for Children with Disabilities: In addition, New Hampshire will lose approximately $2.2 million in funds for about 30 teachers, aides, and staff who help children with disabilities.
- Protections for Clean Air and Clean Water: New Hampshire would lose about $1,500,000 in environmental funding to ensure clean water and air quality, as well as prevent pollution from pesticides and hazardous waste. In addition, New Hampshire could lose another $359,000 in grants for fish and wildlife protection.
- Military Readiness: In New Hampshire, approximately 1,000 civilian Department of Defense employees would be furloughed, reducing gross pay by around $5.4 million in total.
- Army: Base operation funding would be cut by about $1 million in New Hampshire.
- Law Enforcement and Public Safety Funds for Crime Prevention and Prosecution: New Hampshire will lose about $71,000 in Justice Assistance Grants that support law enforcement, prosecution and courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, and crime victim and witness initiatives.
- Public Health: New Hampshire will lose approximately $126,000 in funds to help upgrade its ability to respond to public health threats including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events. In addition, New Hampshire will lose about $330,000 in grants to help prevent and treat substance abuse, resulting in around 300 fewer admissions to substance abuse programs. And the New Hampshire State Department of Health Statistics and Data Management will lose about $60,000 resulting in around 1,500 fewer HIV tests.
- STOP Violence Against Women Program: New Hampshire could lose up to $28,000 in funds that provide services to victims of domestic violence, resulting in up to 100 fewer victims being served.

Here's a little about each member of the committee.
Rep. Jeb Hensarling of Texas (Republican and committee co-chair): Hensarling -- chairman of the House Republican Conference -- served on President Obama's debt commission but voted against it. What did he object to exactly? Tax increases.
The debate over taxes is expected to be fierce. If his past positions are any clue, Hensarling is likely to be vocally opposed to any new revenues.
Sen. Patty Murray of Washington (Democrat and committee co-chair): Murray is not just a senator. She also chairs the Democratic Senatorial Campaign Committee, and it is her job to recruit candidates who can beat her Republican colleagues.
Her appointment has already drawn criticism from the Republican National Committee, which views her as an overly political figure.
She is a member of the Budget and Appropriations committees.
Seriously.. We aren't that stupid to not check, why not just be honest and have people respect you?

Check it again Janice Schmidt (D-Nashua). Mike stated that Kerry was the leader. He did not claim he was the chair. What he stated is not necessarily not truthful in that Kerry is a very senior senator and could be a "leader" without being the chair...

Seequestration falls onto the shoulders of the Republicans, their baloney caused this and they own it. My family will lose almost a weeks pay a month if the Sequestration goes through and you can be sure that we and others effected know excatly how and why it happened. Local businesses will lose money spent by federal employees who work in NH as well as Massachusetts, and it will be no small amount. Not to mention the fact that federal money lost to our local school will be picked up by local taxpayers, since some of the programs that are effected are federally mandated.

Any source on this? This would be a furlough for one week out of a month. There is no way that this is going to happen to anything but a small percentage of government employees. That would add up to a huge amount of money. Way more than $85B.

Furloughing 800K civilians 8 hours a week will save about 1/4 of a Billion a week. Four weeks at this savings rate will almost pay for ONE F-35 Jet.

The raw numbers really don't help much. What is the overall percentage reduction in funds coming from the Fed to NH? Overall in the country it is a 2.3% reduction from what was planned (not from the previous year's spending; it is actually a reduction in the increased spending, not an absolute cut). Is this a 2.3% cut for NH? 1%? 8%?

Isn't the reason the nation is in these financial straights is because during the years of the previous administration, we had two unfunded illegal wars, a drug benefit for seniors which was denied the right to negotiate prices with the drug companies, and tax cuts. Whoever heard of having taxcuts during war time? Then the economy collapsed, and millions have lost their jobs and tax receipts have fallen because so many are out of work and at the same time the government safety net is being used and stretched to its limits costing us even more expense without the money to pay for it. Taxes are the lowest since the 1950s. What we need to do is close the loopholes, and stop the corporate welfare to big oil, big pharma, big agriculture, and make the rich pay their fare equal share.

This country will spend 6o Billion on Sandy relief; certianly we can cut 85 bil out of the entire government.
